Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G)

The Viksit Bharat - G Ram Ji Act, 2025 replaces MGNREGA with a new legal framework that aligns rural employment with the long-term vision of Viksit Bharat 2047, while strengthening accountability, infrastructure development and income security.

Important things

1. Employment guarantee has been increased to 125 days per rural household, strengthening income security
2. Linking wage employment with sustainable rural infrastructure in 4 priority sectors.
3. Strengthening decentralized planning through VIXIT Gram Panchayat schemes and national integration through VIXIT Bharat National Rural Infrastructure Stack.
4. Shift to normative funding and centrally sponsored structure improves predictability, accountability and Centre-State partnership.

Rural employment has been a cornerstone of our social protection framework for nearly two decades. Since its enactment in 2005, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) has played a key role in providing wage employment, stabilizing rural incomes, and creating basic infrastructure. However, over time, the structure and objectives of rural India have evolved significantly. Rising incomes, expanded connectivity, widespread use of digital technology, and diversified livelihoods have changed the nature of rural employment needs.

In this context, the President of India has given his assent to the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Grameen) (VB-G RAM G) Bill, 2025, marking a significant milestone in the transformation of rural employment policy. The Vixit Bharat-Guarantee for Rozgar and Ajeevika Mission (Grameen) (VB-G RAM G) Act, 2025, represents a comprehensive legislative restructuring of MGNREGA, aligning rural employment with the long-term vision of Viksit Bharat 2047,

This Act guarantees 125 days of wage employment to every rural household in each financial year. It provides income security beyond the previous entitlement of 100 days to adult members who are willing to do unskilled manual labour and provides a 60-day unemployment period to ensure availability of agricultural labour during the sowing and harvesting seasons. The workers will continue to get 125 days of guaranteed employment out of the remaining 305 days, ensuring benefits to both farmers and workers. The daily wage shall be paid weekly or, in any case, two weeks after the date of such work.

Job creation is integrated with infrastructure development through four priority categories

1. Water security through water-related works
2. Basic rural infrastructure
3. Livelihood-related infrastructure
4. Specific actions to mitigate extreme weather events

All assets created are integrated into the Viksit Bharat National Rural Infrastructure Stack, ensuring a coherent national development strategy. Viksit decentralizes planning through village panchayat schemes.
