Asset Details

All types of property owned or controlled by Local Self Government Institutions (LSGIs) are commonly referred to as 'Assets' .

Simply put, these are the things that a Panchayat or Municipality owns and maintains for the public. They can be broadly classified as follows:

1. Physical Assets

These are the ones that can be seen and touched:

  • Buildings: Office buildings, schools, hospitals (PHC), Anganwadis, markets, community halls.
  • Land: Outlying lands, parks, playgrounds, and cemeteries owned by the local government.
  • Roads: Panchayat/Municipality roads, bridges, culverts.
  • Machinery: Vehicles (e.g. garbage trucks), tractors, street lights, computers.

2. Water Assets

  • Public wells, ponds, canals, irrigation canals, and drinking water projects.

3. Financial Assets

  • Bank deposits, savings, and shares.
  • Arrears due through taxes and fees.

4. Importance of assets

  • Income: The local body receives income from renting out markets and shopping complexes.
  • Service: Providing basic facilities to the people through roads and schools.
  • Recording: Every local body is required to accurately record and maintain all its assets in an 'Asset Register' . This is the only way to protect the assets from being misappropriated.

In short, the assets of a local government are all the movable and immovable properties that it manages to improve the quality of life of the people of that area.
